Carolyn Rice

Carolyn Rice is the current President of the Montgomery County Board of Commissioners. Rice was first elected as County Commissioner in 2018 as part of the first all-female Board of County Commissioners in Montgomery County history and re-elected in 2022. Prior to her tenure on the Commission, Rice served for more than a decade as the Montgomery County Treasurer, following her initial appointment to the role in 2007.
Rice has focused on financial stability and helping strengthen local human services throughout her time in county governance. As County Treasurer, she funded a foreclosure mediation program that helped 1,252 families retain their homes, and she founded the Montgomery County Land Bank in 2011, serving as its Board Chair ever since. Under her leadership, the Land Bank has demolished thousands of blighted properties and is currently building new homes to expand homeownership opportunities for women-led and single-parent families. As Commissioner, Rice has allocated $1 million in discretionary funding to a local Foodbank to combat food insecurity and consistently expands county support for the YWCA’s domestic violence shelters. She also co-initiated the “Women in Government” program to foster professional advancement for female county managers and launched a Female Leadership Academy to mentor high school students.
Rice is running as a Democratic incumbent in the November General 2026 election and is backed by a coalition of education associations and local Democratic clubs. Rice has also been proudly endorsed by The Matriots in both 2018 and 2022.
